I have had this free blacksmithing ticket for a long time and recently tried to upgrade some level 55 boots and was not able to. When i tried to upgrade, it said "Free blacksmith ticket can only be used for level 20 or lower items". I also tired to upgrade several items lower than level 20 to get rid of this ticket and the same message appeared.
